Roughly 850 fortunes later....
8 rats, roughly 50k, and lots of fireworks. Got my very first rat my 3rd fortune opened. Yay! Was my lucky day yesterday I guess.
My boyfriend opened about 500 fortunes and only managed 2 rats, but he made about 10k more than me. Boy was he irked with me.
From what we understood you had basically a 1 in 200 chance of getting a rat with each fortune. I think he looked up the drop precent on the 'official' wiki or some such.

I did all quests that were doable by my 10 characters, beetle raced and dragon arena'd my butt off when I wasn't festival questing, and after more than 520 fortunes I had bupkiss for rats. Gave up and bought one for 20K this morning.

Went through about 200 over the weekend no rat. Turned in the rest of my tokens for 63 fortunes for one last try. On about the 7th one I got a rat. I changed locations spent 20 no rat. Changed locations again & on the 3rd or 4th got another rat.

People who say that it's unfair that one player gets 10 rats out of 50 tickets and another none from 500 and thus ANet's RNG is glitched just fail to grasp that this is exactly what randomness is all about. Although I happened to be on the blunt end of the distribution, I feel that much more attached to my little rat now that I really had to work for it

That has got to be the most outrageous thing I have ever heard. what good does it do to give a bunch of people multiples and alot of people none? All I can say is ANET FTL.

Out of my first 200 fortunes, I got 1 rat.
Later in the event I used around 1000 and got 0. My last stack of 320, I got 3.
So a total of 4 rats in about 1500 fortunes.
My Guildmate went through 1500-2000 fortunes got 0. :/

He's not saying it's ok - he's just pointing out that's the way random chance works.
However, I do believe the ANet random generator is flawed (no computer randomization is perfect but this game seems to be very uneven overall)
and - even if it is not flawed random generation does not seem the best, most fair or most fun way to distribute minipets for an event. I would much rather see a longer and enjoyable, one time only per character quest like it was for the Moa (only covering only factions since it is a canthan festival). That way the choice is yours - those who want to do the work get the pet and those who decide they don't want the pet that bad can skip the quest.

if there is no chance of getting one, then its not random. i used over 400 fortunes and not one rat, i had to buy mine. so it was random in my case, it just wasnt happening. i got over 100 sparklers and auras the most. which just sucks.
For the first time ever, i have to agree, Anet=Phail on this subject.

I opened around 230 and no c. rat. Gave up and went to do other things. Had people telling me they got one with one or two tokens and then they felt bad when others were saying how many they opened with nothing. Traded a stack of lunar tokens and 5k for one and then after collecting a stack of fortunes I got one in my last 5. Now someone other than my main char gets a mini until they all have a birthday.
Giving out something just for being there should be for hats. Having it where some of those people out there go through over a thousand fortunes and spend so much time to not get one isn't right either, find another way. Someone was saying have a quest, till I have a better suggestion I will latch onto that one. Every char that can reach the area can get one and who cares if they aren't considered worth as much money.
